The Hessische Hochschule für öffentliches Management und Sicherheit (HöMS) is a public university of applied sciences operated by the state of Hesse, Germany. It offers state-funded Bachelor and Master programmes in police studies (Schutzpolizei, Kriminalpolizei with specialisations), public administration, digital administration, social administration (pension insurance), police management, and public management. The institution operates four campuses in Wiesbaden, Gießen, Kassel, and Mühlheim am Main, and enrolls approximately 3,236 students. Admission is exclusively through the employing public authority after a selection process.

Students in Bachelor programmes are enrolled as civil servant trainees (Beamtenanwärter) through their employing public authority and receive civil servant trainee remuneration. No tuition fees are charged. The Master of Public Management is a continuing education programme for employed civil servants; no tuition fee amounts are published on the official website.
